The current implementation of retry logic needs to be updated. After the recent changes to the deprecate logic, the behavior is inconsistent when processing edge cases.

Steps to reproduce

Configure the service with default settings
Send a batch of requests exceeding the threshold
Observe the inconsistent response codes
